One-Parent-One-Child (1p1c) Relay

A package relay policy allowing submission of exactly one parent and one child transaction together. Enables fee bumping of transactions below minimum relay feerate through CPFP, critical for Lightning anchor outputs.
Technical Notes
Prerequisite for v3 transactions and ephemeral anchors. Parent can be below -minrelaytxfee if package feerate sufficient. Implemented in Bitcoin Core 28.0. Full package relay (multiple parents) still in development.
